Until in 1955 the Soviet government realised that those lands, for how much far could they be from the rest of the World, were just...。近来城内连续发生命案，包拯（金超群 饰）侦探得知乃杀手之间为掠夺赏金火并所为，而最终目的是刑部要案证人齐英（崔波 饰）。齐英色艺双绝，被江南路都使郑宁（刘韬 饰）奸污，其家人不甘受辱联名上书刑部，被罢官的郑宁百般抵赖其龌龊行径，其胞姐郑太妃（佘南南 饰）闻讯急赴开封阻止包拯行刑。因诏书已下达，仁宗（王皓 饰）为整治纲纪毅然下旨令郑宁命丧虎头铡下。包拯得知端州砚民疾苦，亲赴端州寻访，得知广南安抚使周卫为独吞名贵血砚，竟对砚山村村民展开灭绝人性的屠杀，并将包拯从开封府带来的一干人马也列入了屠杀范围。关健时刻，展昭（何家劲 饰）欲先保包拯逃离端州，但包拯不忍众生灵惨遭涂炭，他率开封府众人与砚山村民对欲行大逆的周卫进行了包抄……。
